They also largely don't use actual "agents", they rely on their citizen and criminal informants. Most of it isn't even to harm or attack the target, that's a side benefit. The real goal is to stop the spread of ideas, speech, and practices they consider a threat to their system. They are able to obtain the aid of many people against specific targets through the spreading of malicious rumours centred on the target. Much of the intended effect of such attacks has nothing to do with the target in the first place - they want to scare other people into compliance and create a spectacle to vilify and ridicule the ideas and beliefs they find threatening so as to stop dissidents from growing in number.
The level of intelligence available to them in the modern era makes all this very quick and easy, relative to any other period of time. They will know almost everything about you if they target you, and what they don't know they will learn during the targetting.
I wish there were some other way to explain how they operate but this is the one. They have copied the original Zerzetsung wholesale and with almost 1:1 accuracy and applied it with modern technology (including some stuff not available in general to the public).
