He's probably kicking himself stillYou didn't listen to his explanation, he was already losing to Tay by a huge margin by that time in terms of points and he assumed that if he had all those +2 point scrap papers on the ground it would put him over Tay, and he was going to gamble on terminating the event early with the hope that the points would determine the outcome because he was getting the feeling that The Cell was about to end shortly anyway, and that Tay wasn't going to give up or be an easy walk over for challenges. Duanye and Trish screaming and yelling while walking around the house slowed down the rate of events, both Shinji and Tay noticed this slowness because it would be an hour or more before they'd get a new event, the longest stretch being 2 hours.
It failed, but Shinji probably made the right choice in the moment with that gamble.
