Although it seems like that would damage expensive infrastructure below and if this is in support of the global technocracy I would think they'd seek something more efficient, although the technocracy is largely a marketing exercise to legitimise various service mafias and damaging roads in a botched execution would give them an excuse to bill several billion dollars to repair the dent in the road and create a taskforce made up of female relatives to raise awareness for more eco-friendly execution methods in the future. So this seems fine too I suppose.
