For the first part, try and move north-west of her which reduces the amount of bullets that are aimed at your direction, breaking off once she starts firing homing ice and keeping horizontal movement to make them miss. Focus if you have to and micrododge the non-homed shots.
Move back in front of her for the second part and try to find a "diamond" around the middle of the stage where none of the bullets meet horizontally, allowing you to dodge them moving in vertical motions. After it cuts off into lasers, she'll fire a Perfect Freeze which can be disrupted by bombing at the beginning, ruining her momentum and making the attack significantly less of a barrage. After that, she'll just barrage you and won't be long until she's defeated, so focus and dodge.
Regardless if you hit her or not, after a certain amount of time, she automatically gives up.
