If they had feathers, we would see the feathered spines instead. It's possible T-Rex had feathers localised around specific parts of their bodies such as tail feathers, ankle feathers etc. But for the most part, their skin was bumpy, similar to how they are depicted in Jurassic park.
A lot of dinosaurs didn't have feathers and looked like what we imagine they looked like, like the ankylosaur. We have a fully fossilised ankylosaur that looks like a typical dinosaur we see in media.
There are dinosaurs like the T-Rex, who we can only guess what they looked like due to their skeletal structure. Excess blubber, fat or muscle may give them an actual appearance that looks very dissimilar to the jurrassic park depiction.
Overall, dinosaurs were giant reptiles. Some had feathers, most didn't.
