the government knows the right numbers for everything and how much you/they owe but you have to fill it all out yourself anyway and if you get it wrong or don't do it in time it's a federal crime. the exception being if you made under a certain amount where they almost assuredly owe you money instead of the inverse, then you can choose not to do the math to figure out that they owe you money
