The way we're taught about the Revolutionary War, freedom of speech, the right to bear arms, etc. has created (within some people) an extreme distrust of others. People here see everyone around them as an enemy.
There's also the fact that some people have a sort of obsession with killing. I grew up in a redneck, rural area of Texas. Many of them have, for some reason, been waiting their entire lives for the opportunity to kill someone. They don't even care who it is; they'd kill their own sons and daughters if they got the chance. A lot of these people end up becoming police officers.
