Our universe is vast, and moving, with matter and energy flowing ever onward in time and physical location. It may not be the same as an electron signal as is sent by our neurons in response to stimulus, but whose to say whether that does or doesn't lend itself to a cosmic form of conciousness. A boltzmann brain that experiences all, but can only experience what is, perhaps.
