Russia has failed to develop any of that land. For them it simply is not possible and never will be.
I've pretty much walked every inch of planet using Google Earth and that whole entire area is just wild. The geography is like nothing else.
And that area is HUGE, you could probably fit all of America in that region alone well if you extend it up past the artic circle.
It's not like this is all tundra either. Also most of the land has no business being under the control of Russia. It's simply not capable of doing anything at all with it.
The most the Russian government even does for those people is sends their local government money and then they force the people to paint the roofs of their shacks the colors of Russian flag.
I mean I wouldn't want the area destroyed from overdevelopment but whatever.
