You're posting here so you obviously have access to the internet. If you mean an actual fisheye lens as in a panoramic lens specifically built for taking extreme wide-angle shots then it does make some sense, since they can't get very high with a weather balloon if you want to see a significant portion of the horizon you need a panoramic lens because the Earth is kinda fucking huge.
