Dr.Evil is a representation of the cabal and its many nodes (including, at one point, Starbucks), and that they have a super-villain island (Little St.James or Wakaya Island in Fiji). The joke is that actors are a part of this group -- the only big switch that the movie makes is that it implies the British Secret Service is fighting them whereas it's more than likely they are an ally of the cabal.
