At least for the US tech. I know Russia works on Energetics or Scalar wave tech to create an radio-electric cloaking protection which helps achieve stealth, at least for the SU-57.
For the F117 the US switched to X band and thought no one would see them, the Serbs radar from the 50’s used C band for target acquisition, and i think it was a P15 not P18.
