They also have been caught dynamiting levees upstream at the expense of devastating some farming communities when some citizens posted photos of the operation on WeChat. Damn still might fail eventually but it won't be the catastrophic collapse we all hoped for. But about 1/3 of the countries urban areas are flooded and a massive portion of their arable land(in a nation without much farmland) has been ruined for agriculture for at least a decade.
