Tay was the most protective and empathetic fish for the bulk of the show, she tried helping out Summer until she was too far gone, tard wrangled Jimmy's mood swings as best she could, and was the team leader on basically every challenge, often taking people onto her side she was actively pissed with just to squash the beef. She was the first to notice TJ flinching when moving around in the attic when his ribs started acting up and acted as care taker of him when he had pink eye. She got so pissed over TJ getting pinkeye she got into an argument with Fatty about putting his unwashed naked ass on all the furniture and held him responsible for the pinkeye fucking up TJ.
The reason Sam issued that retarded "character arc" to her is because he stopped participating in the show shortly before Jimmy quit, thinking that just showing up for 2 hours, coming up with some halfass challenge for the evening and then leaving before it was done. Had he been paying as much attention as he was the first week he would have known that Tay was ALWAYS the showcasing leadership qualities and that her arc really was about coming out of her conflict averse shell, she basically TOLD him this in the attic but he is too stupid to believe something directly told to him. Compare how she was in early season to how she was at the end:
