Until recently with european and american sanction, as far I can tell putin usually oppose the involvement of china in the artic. Since I'm in Canada I tend to care about that. I hope that traditional player of the artic doesn't get abused by larger player. We're at the mercy of the USA, but we have no doubt that everything we do will be mutual benefit with the US. The US federal let us do business with their state as if we were one.
