If somebody speaks of oppression it mainly means statewise oppression, not by the ordinary people. This is also why people in the US speak of systemic racism, as to lift the individual racism to a stateexercised racism which is a lot easier to attack legally in case there are legal restrictions for discrimination. Proving this systemic racism though might be more difficult than an apparent "nigger" by an individual, that's the downside of that approach.
