There are many other factors but this is the speed required to lower the pressure over the wings to generate sufficient lift such that activating the elevators to adjust pitch will cause take-off.
When the hypothetical conveyor matches these speeds of 160 knots or 184mph there is no forward momentum since the force to accelerate is nullified at the wheels by the moving conveyor.
No force = no acceleration = no momentum = nothing to lower air pressure = no flight.
Simple as.
