Building such avenues is the cheap and easy way to get the voters to like you. No need to spend money on actually fixing/improving things for the people. Some see right through it but I doubt most of them do. But at the end of the day, it's not like you can just vote in a magical political party that fixes everything. Some may be better than others, but you have to be corrupt to a certain degree to get that far in the first place.
