If the answer is B, that implies that there is no social contract between the parties here, because A and C are not benefitting from association with B at all. Humans kill and eat animals who they have no social contract with. A and C should just kill B and take the flute if there isn't going to be any kind of system for fairly distributing resources between them. Someone who won't share is not really a part of society and should just go live alone in the woods.
