yeah, that's mostly right. in town you can buy relics, arcana, and outfits with chaos gems and those go into your inventory to keep, but you can only pick one relic, one outfit, and 4 arcana (including the basic and dash) to start with.
anything you buy with gold after starting the run is lost when you die or win. the only exception is that when you kill a boss they're guaranteed to drop an arcana and if you haven't unlocked it yet you get to keep it
