It sounds like their TCCA got into contact with water after a fire set off the sprinkler system releasing a ton of chlorine gas? It's one of the challenges of storing water reactive chemicals. You'll see TCCA being used to treat smaller bodies of water like a pool. You'll probably never see it at a municipal water treatment center exactly for this reason (accidental exposure to water). Well that and cost, it's just cheaper to use chlorine gas directly.
As far as health hazards/damages it's hard to say. A face full of the stuff could scar the shit out of your respiratory system, eyes, nose, etc. Releasing tons of it into the atmosphere though. Hard to say. Who knows what else the fire released.
