I'm thinking they thought they had Ukraine good in their sphere before 2014 and were caught by surprise when the Euromaidan happened. So tried to turn it into a Moldova to delay the inevitable, but then Ukraine still moved towards the West and they decided they should make a move before it's too late, but corruption and faulty info memed them into not realizing it was too late already. I think what Kremlin always feared the most (aside from the massive loss of prestige ''Little Russia'' being in the EU and god forbid HATO) is that lots of Ukrainians having relatives in Russia and being so interconnected would mean too much exposure to Western culture for the average Russian that isn't a zoomer.
