General Belgrano (which was a US heavy cruiser bought second hand) had about twice as many crewmen though - but it was largely obsolete as a warship by that point. Moskva at least had the naval version of the S-300 SAM (and 64 of those, no less). And plenty of other weapons.
So it's a potent long range anti-air defense, on paper at least.
Make of that what you will.
But I was more reminded of "doomed" Argentina scoring spectacular success against a supposedly STRONK evil empire.
