The jailers can see out and also all around the entire building, but the prisoners can't see in. This is a psychological trick which would force the prisoners to behave well at all times because they had no idea whether somebody was watching or not. Not many such prisons were built, however, because they were much too expensive to make. Interestingly enough, classrooms are designed in a similar fashion.
