There's the old outdated "highways" built over 50 years ago that aren't really highways anymore, and the modern highways that have higher speed limits, barriers on the sides, and no traffic lights or stop signs. Bicyclists are only not allowed on modern highways. That is clearly an old shitty road and not a real highway.
