Makes sense when you know that during Marshall-law enacted in 2001, The government cannot enter into any contracts with the people(legislation is a contract with the people and it’s representatives). Also all civilian courts and I believe post offices are in suspension. Contract law is the core of society. If nobody is able to be held accountable to contracts and the continuation of evidence is lost then everything falls apart. It’s what happened in Sumeria.
