The "animal rights" crowd started getting laws passed that mandated sterilizing dogs in the 1990s -- pet licenses that cities required were a few dollars if the pet was neutered vs hundreds of dollars if the pet was capable of breeding (if you cut off a dog's balls, it loses its sex drive almost completely and can't get much of an erection).
The 2000s were when things really went to shit, though. The "Mr. Hands" incident in 2005, where some perverts were sneaking into a neighbor's barn to get fucked by the neighbor's stallion, where one of the guys died from having his intestines torn apart by BHC (rectum? kilt 'im!), caused the "animal rights" crowd to team up with the religious zealots to ban it in every state.

Now it still happens, but people no longer are even slightly open about it because they risk their dogs' lives, not to mention years in prison, if they get caught. Prosecutors routinely order the animals to be killed because the owners aren't allowed to keep them and the dogs are deemed "unadoptable" because they have learned sexual behaviors with humans.
It's all just zealots' insane overwhelming need to control others' sex lives and to destroy as much of sex as they can. Perfectly ok to castrate a dog, years in prison for jerking off the dog. It's all very sad and sick.
