Think about it, Thalmor believe High Elves are a master race, they dress in all black and are driven by a desire to return to an Age of Elves, where they are the dominant race. High Elves are tall, slander and canonically, have fair hair (typically blonde.) They are also the most magically gifted (intelligent) race in Tamriel.
