it's a weird cycle because of tourism i think. they get annoyed by tourists being slow or indecisive interrupting their daily grind which makes the culture around it more attractive to tourists which both makes the tourists more obnoxious and encourages the peddlers to be more hostile in an attempt to get them to fuck off, so on and so forth.
