While God does use Lucifer as an element of His Law, it's not evident that Lucifer is willfully going along with God's plans instead of being powerless to go against it.
He rebelled out of pride, and now God has put him in the position of an adversary MEANT to be defeated by all. The role of Satan is almost poetic in its deconstruction of Lucifer's pride and is another testament of God's perfect Law in action.
Not to mention that Lucifer can only stand victorious against the worthless, of whom he makes servants out of. A prideful being who is forced to surround himself with the absolute scourge of the abyss. He is allowed by God to continue his rebellion and to build his forces, so that God can destroy in one fell swoop anyone who would dare rebel against Him, the embodiment of perfection and meaning itself.
His role is that of the adversary, the one that exists to be defeated, whose role is to lose by ALL who try to find communion with God. This same being rebelled out of pride. Kek.
If you haven't come to the conclusion that Lucifer is the very embodiment of JUST, then you haven't ruminated on the occult enough.
