Simple, just say what color and country you want to play as! You can join while the game is in progress, too.

Say what you want to do and it will be done according to the digits you roll, according to the rules on the right hand side of the picture.
So if you say "I attack Belgium", you control the entire Germany and you roll for example 2, you will capture 8+6 counties in Belgium. You can also dedicate a turn to defense, or other things...
