A while back a single source from within the Quad unbeknownst to the US Coast Guard produced a signals intelligence report regarding where and how the CNI lost its autonomy as Mexico's intelligence agency(as a result, Mexico losing its independence) to a foreign nation. Tracing its origin was only possible by sheer luck thanks to a Quad SIGINT vessel picking up the signal at the exact time the local infiltrators were recording the traffic - by correlation they were able to put the two signal events together. Due to the drastic shift in the playing field and to deter maligned actors from “knocking the U.S. off-balance,” it was agreed upon to restructure the California PD and to station European specialized infantry under the auspice of the Green Berets under no official cover. This was a low-commitment contingency plan and what we are seeing is a rare glimpse into the manifestation of geopolitical maneuvering in real time.
