How exactly is that hard to understand? The only thing not pre-installed on Windows you need is 7zip to open compressed folders. Playstation and other console which used discs for their games are a bit harder to set up. But I would rather choose to play a retro multi-platform release on an emulator than trying to get the original PC version running. The hassle of making ancient PC games work isn't worth it, if they can be emulated. But there are some exceptions like The Elder Scrolls Morrowind though.
