Just keep everyone on topic and if anyone advocated illegality show them the door. The dumb ones will out themselves almost immediately. The more subtle ones will stick around as long as their assignment pays for them to. You'll just have to be more cunning and clever than they are, and compartmentalize the more important aspects of your organizations. You can never be sure who to trust.
