Make a NEET city with commieblocks in the middle of nowhere where water, shelter, food (jail meals in a collective kitchen), internet, and contraception are free. You got laid off and can't pay rent and think UBI is a good idea? No problem, move to NEET city and enjoy living among the other subhumans.
An arrangement like this will on one hand act as a safety net for people with temporary financial instability, and on the other hand incentivize them to get their shit together and find a job.
I personally would prefer labor camps for would-be-UBI-receiving bums, but since that will never happen in the liberal west I will settle for the NEET city I suggest.
