Believe me, I've seen some ugly fucking Brits in Taiwan dating some real Taiwanese cuties, but overall it's much easier if you have the other factors going for you.
That being said, I had a really easy time picking up chicks in college. Even the rampant SJW types were easy to charm because in the face of actually defending their stance, it was easier to give in than to put up a fight, especially if it meant a shot at getting plowed.
