Shiva isn't exactly associated with chaos either, more destruction, unless you mean entropy, which is kind of a stretch but i guess it fits, or unless you are talking about his association with kali-ma, in which case i would recommend just posting her.
i think kali is probably the best fit if you are looking for a hindu chaos god, the dark mother archetype is very much associated with the fecund, creative element of destruction, chaos as uncreated, unstructured creative force, syntropy containing both entropy and negentropy in a self-devouring, self-creating cycle
