I theorize that oxytocin is released when thinking romantically about a person or thing
before a proper relationship can be formed both parties must mutually release oxytocin for eachother. This however can dry up when no further romantic action is taken such as absence of kissing
therefore you cannot force a relationship to occur via conventional means
