I think I'll start everything within one of the cities that formed within a small pocket that was unaffected by the chaos . Where modern technology can still function properly. the places where a modern lifestyle could still be sustained are isolated from each other making cooperative research an impossibility, thus Technology had not advanced much since the fall of civilization. The density of population within such small areas have driven development vertically. The society must be very militaristic to survive against the more primitive peoples who live within the chaotic influence. The outskirts of the city should be protected by huge defensive structures ( imagine the maginot line surrounding neo Chicago) They have further advanced technology such as AI driven machine gun/ artillery batteries and remotely piloted warrior robots ( very few armored vehicles the cities defences are all the armour they need). The society outside the city would be analogous to something like the Holy Roman Empire very large but uncentralized state with armoured and artillery tech on par with 1940s Russia, with more modern small arms.
