Notice how after WW2, the human population rose exponentially in a very short period. For the last 50 or so years, the elites heavily hinted at the depopulation agenda. The Georgia Guidestones, which were erected in 1980, claimed that humanity must be maintained at "500,000,000 in perpetual balance with nature". Not to mention the numerous movies and TV shows that have depopulation as the central theme. Utopia comes to mind.
As to why would the elites want to kill off 90% of the world's population, there are many advantages to a smaller population. Plentiful resources, more control, less wars etc...
