It's the only ambition of his from the first episode you could call realistic, given how there's no way he'd know he would really get a chance to join Gekkostate. In the second episode he pulls it off for the first time, accomplishing his small-time goal, while being saved by Eureka brings him closer to his true dream (falling into the cockpit conveys how a lot of it was luck) and simultaneously sparks another source of purpose in him (being in love with her). He even loses his board which might as well be representative of his old life in his shitty town.
