Is she intentionally sabotaging Helluva? Probably not, as she doesn't seem to have changed THAT much as a person from her tumblr roots. However, if the posts in that now archive /co/ thread are true, Viv is an extremely immature showrunner to the point of incompetence. Her friend, Sam, is a genuine piece of shit on top of that, and seems to enjoy throwing a wrench into the gearworks at any opportunity see shes fit to do so. Anons are obviously taking this with a grain of salt but from what they know of these women before Hazbin's development, it might as well be true. Helluva's sorry state is a direct result of a series of actions and consequences dating back to as far as 2013 or beforehand.
