In a Western country, if a construction worker whistles at an attractive woman walking by the job site, he is liable to be reprimanded and even fired, perhaps even charged with sexual harassment. This would never happen in any non-Western country.
We have fewer freedoms here, in terms of what you are allowed to do in daily life, than in the non-Western countries.
