It is the only thing that makes sense in this existence, because without free will how could anyone sin? Free moral agents are the only things that could ever truly disobey God.
The bible talks about certain things having to happen though, but this implies that God puts people he knows are going to rebel against him, into those positions. Some are just chosen to be there, because God sees that in every single version of reality, they always betray and hate him in the end. So those people (and angels) are reserved to the flame not because God intended that they should be evil, but because they were genuinely evil and the only way to /show/ you that they are, is to let them do harm.
