So what I did first was look at the percentage of welfare recipients based on race and from that we can go on to see the approximate number of those by taking the percentage of welfare recipients and applying it to the total population of recipients. After that we can find per capita by race by dividing the approximate welfare recipient number by total population of the country.
White: ~32% of welfare recipients
Black: ~32% of welfare recipients
Total number of recipients = 4,370,844
Approximately 1,398,670 for both races
Per capita rate = 1,398,670/Total black or white population
White welfare rate per capita: 6.9/1000
Black welfare rate per capita 35.9/1000
