But that does not mean it will be a bad investment after the war, since there will be a rebuilding effort no matter the war's outcome and Ukraine will become a West German style buffer for Europe against Russia, as Poland and Finland have become -- and they have grown very prosperous as a result.
China has made many investors rich over the past thirty years, and it is a very corrupt one party state -- all one party states breed corruption. Investments in Russia have also made some people very wealthy, and Russia has been ruled by the same man for twenty-five years.
Many African countries are very rich in minerals and will make some millionaires and billionaires as those resources are exploited, yet African countries are atrociously corrupt.
Corruption does not mean a place is necessarily a bad investment, since even corrupt enemies can pay out; they can know not to bite the hand that feeds them.
