The only way that this idea would become practical is if powered armor made from hardened steel was developed that increased the strength of the wearer so they could move somewhat freely in it. It might be feasible with graphene battery technologies being developed. But the movement of the wearer would still be severely delayed when fractions of a second count. A full suit of armor would also restrict vision and would do little to absorb the force of anything impacting it. You're still getting that concussion even with your fancy helmet. Then issues like research and manufacturing costs make this idea even worse.
Heavy plates of steel and kevlar around the torso and head to protect vital organs are the way to go. It offers the best balance of protection and mobility. Offense is also the best defense. If I was forced to choose between armor and carrying more ammo and a better weapon, I would choose the weapon and ammo all day long.
