But when I think of things like the Gulf of Tonkin and 9/11, I can't see why someone would orchestrate them for what seems like no real gain. Maybe I'm just underestimating how far some people will go for so little, or maybe I'm missing the real gain entirely, because I can't see it. There's definitely a lot that goes on behind the scenes, anyway.
