I've only seen a couple tests pitting actual Whites against actual slant eyes like Japs and they come very close to each other. There are IQ components (verbal, visuospatial, etc.) and the different races differ there as well.
IQ is just an individual metric, also. Different races are better at communicating or have better languages or better cultures and even temperaments for doing whatever.
