In the future they can't make many babies as most men are infertile after the nuclear apocalypse, and Piper still has a "loaded gun". So these women arrest him and give him an electric chastity belt they treat like a dogs shock collar with the literal goal of fighting mutant frog people who have kidnapped some fertile women the government wants Piper to fuck. It's just so dumb it's amazing. Kinda like Howard the Duck meets Mad Max.
